The Emilia-Romagna Region is making significant investments in this area, identifying digital humanities as a new frontier to explore. The meeting point between information technologies and the humanities—between engineers and humanists—can enhance the cultural sector, bring it closer to young people and new audiences, and offer original creative opportunities to artists.

For this reason, the Emilia-Romagna Regional Programme FESR 2021–2027 specifically includes a commitment to support the digital transformation and development of culture through initiatives aimed at digital humanities, as well as support for innovation and investment in tourism, services, commerce, and cultural and creative enterprises.

The role of Clust-ER BUILD within the ICC HUB is to contribute to the coordination group, bringing in its know-how and strategic experience gained within the Value Chain INNOVA Cultural Heritage Management.

2. Regional Committee for Talent Attraction

On February 21, 2023, the Emilia-Romagna Region approved Regional Law 2/2023, titled “Attraction, retention, and development of highly specialized talent in Emilia-Romagna.”
This law was created to attract and retain highly specialized individuals—people who can find in Emilia-Romagna employment opportunities, a space for their professional or research activities, or the chance to pursue further advanced education.

Clust-ER BUILD is a member of the Committee and contributes with its expertise focused on the development and use of BIM (Building Information Modeling), Blockchain, and sensor technologies in the architecture and infrastructure sectors.

Since June, Clust-ER BUILD has officially become a member of the European Construction, built environment and energy efficient building Technology Platform (ECTP).
ECTP is a leading organization that promotes and shapes the future of the built environment in Europe.

Founded in 2004, ECTP embodies the collective vision of its members for a forward-thinking European Built Environment. It brings together over 150 member organizations from across the construction sector and related fields throughout the built environment value chain.

The platform includes members from 26 countries and is composed of large enterprises, SMEs, universities, research bodies, and professional associations.

The platform adopts an integrated approach to address all relevant challenges, which aligns closely with the strategic goals of Clust-ER BUILD—working across the full value chain while particularly supporting topics such as social and industrial issues, including energy, climate change, efficiency, and infrastructure.

ECTP is one of the European Technology and Innovation Platforms, stakeholder forums led by industry and recognized by the European Commission as key actors in promoting innovation, knowledge transfer, and European competitiveness.

Eurocities is the largest network of European cities. Its membership includes over 200 major cities, representing more than 150 million people across 38 countries, both inside and outside the European Union.

Clust-ER BUILD participates in the Eurocities Academy Training Programme – Urban Digital Twins.

Urban Digital Twins (UDTs) are gaining traction across Europe as a powerful tool to support data-driven urban planning, test policy scenarios, and promote more transparent, evidence-based governance. However, many local governments still face fundamental challenges in their adoption and use.

This training helps cities move beyond basic expectations. It supports professionals in assessing if, when, and how UDTs can add value, while also providing both technical and strategic tools to design and implement effective use cases.

The project presented by Clust-ER BUILD within the programme is the Action Plan for the Romagna Coast.

7. Forum Blue Economy

With the European Green Deal, the European Commission has emphasized the concept of sustainability, with a focus on maintaining natural balance as a fundamental condition for the economic use of natural—and in this case, marine—resources.
The Marine Strategy Framework Directive aims to achieve Good Environmental Status (GES) in European marine waters, defined through 11 descriptors built upon two key pillars: biodiversity and ecosystem functioning.

In this context, innovation becomes the primary key to developing new production and consumption systems for the integrated and socially shared use of marine resources.

With 135 km of coastline, Emilia-Romagna ranks first among Italian regions in terms of the number of environmental services provided by the sea—such as biodiversity, landscape quality, natural water purification, and coastal health.

Clust-ER BUILD, which had already expressed its interest in revitalizing the coastal economy in 2023 through the Value Chain RIGENERA and the Innovation Table, working on the Digital Twin of the Romagna Coast, officially joined the Regional Strategic Forum on the Blue Economy in June 2024. The Forum took place in Bologna, followed by participation at Ecomondo (5–8 November 2024), where Clust-ER BUILD contributed to co-design and co-planning sessions aimed at identifying challenges and gaps in the areas of Marine Manufacturing, Coastal and Tourism 2.0, and Blue Bioeconomy.

In 2025, Clust-ER BUILD became a permanent member of the Forum, contributing expertise and applications in the field of urban regeneration.
