EXTREME is an inter-cluster project – involving Clust-ER BUILD, Clust-ER INNOVATE, Clust-ER TOURISM and Clust-ER URBAN – dedicated to strengthening the resilience of critical infrastructure facing natural events, which are becoming increasingly frequent and intense. The project analyses the real risks affecting water basins, energy supply, logistics and essential services, assessing the territorial vulnerabilities through criteria, methods and operational tools to support spatial planning and strategic investments.
EXTREME brings together the four cluster members – enterprises, research centres and institutions – in a collaborative process that transforms technical knowledge into applicable guidelines, capable of guiding decisions and priorities for action. The aim is to build a regional ecosystem that is safer, better prepared and capable of adapting to climate change, by promoting innovative and replicable solutions.

WORKING MATERIALS
The report – “Extreme Events and Critical Infrastructure: Strategies for Resilience” – analyses the Regional Civil Protection framework, the main risks associated with extreme weather events, and the vulnerabilities of regional Critical Infrastructure, with a particular focus on water basins, energy supply and essential services. The document systematises operational capabilities, the roles of stakeholders and the weaknesses that limit prevention, response and coordination, to evaluate intervention strategies based on state-of-the-art approaches and designed to be as ready-to-use as possible. Three operational priorities emerge from this analysis — OB_1 – pre-crisis monitoring, OB_2 – communication during emergencies, OB_3 – resilient infrastructure management — which will guide the development of the project’s tools and guidelines.
